Why we run a rescue without a kennel.

Foster Army Animal Rescue is a community-driven organization rescuing dogs and cats who face euthanasia at overcrowded public shelters. We operate entirely through a foster home network rather than a kennel, giving each animal a calm home environment until placement with a permanent family. Every placement is matched, not transactional.

We started in 2013 as a small group of volunteers who kept losing animals we were trying to save. Shelters were calling to say we had hours, sometimes minutes. We decided the kennel model was the problem. Kennels cost money that should go to care, and they hide the real behavior of an animal.

Today the foster-based model lets us scale with demand. A foster family provides housing, socialization, and a clear picture of the animal for adopters. The result is better matches and fewer returns.

We are run by a small paid team plus a volunteer board. We do not pay for fundraising consultants. The money stays with the animals.

Leadership and governance

We are governed by a five-member volunteer board that meets quarterly. Day-to-day operations are led by a small paid staff. Full bios and our annual Form 990 are available on request.

Financial transparency

Our most recent audit is available upon request at info@joinfosterarmy.org. Over 91% of expenses fund direct animal care. Administrative costs run under 6%; fundraising under 3%.
